The Silent Migration: What Happens When the Birds Stop Coming?
Every spring, millions of birds return to Europe from Africa. But increasingly, fewer are making the journey. What is happening to our migratory birds and what does their decline tell us about the health of the planet?
There is something extraordinary about migration.
A bird weighing little more than a few grams leaves Africa, crosses the Sahara, navigates the Mediterranean, crosses Europe and eventually arrives at a small patch of woodland, reedbed, heathland or farmland in Britain.
Some will have travelled thousands of miles.
Some will return to precisely the same place where they were born.
And then, as autumn approaches, they turn around and do it all again.
For generations, we have regarded this as one of nature's great constants.
But it isn't constant anymore.
In many parts of the world, the migration is becoming quieter.
And the birds are telling us something important.
The birds are telling us something
Birds are amongst the most useful indicators we have of environmental change.
They are widespread, relatively easy to monitor and respond rapidly when ecosystems change.
The evidence is increasingly difficult to ignore.
The United Nations' Convention on the Conservation of Migratory Species reported in 2024 that 44% of migratory species covered by the Convention were showing population declines, while 22% were threatened with extinction.
The situation has since worsened.
An interim update published by the UN in March 2026 found that 49% of monitored migratory species are now declining and 24% face extinction. That represents a five-percentage-point increase in declining species in only two years.
These figures cover migratory animals generally rather than birds alone, but birds provide one of the clearest examples of what is happening.
And in Britain, many of the changes are visible to anyone who has watched birds for decades.
The migrants that are disappearing from our summers
Think of the sounds of a British summer.
The Cuckoo calling from woodland.
The screaming of Swifts over rooftops.
The song of a Nightingale in dense scrub.
Swallows hawking insects over fields.
House Martins gathering mud for their nests.
Spotted Flycatchers hunting from woodland perches.
These birds are not all following the same trajectory, but many long-distance migrants have suffered substantial declines.
BTO research shows that Cuckoo, Swift and Nightingale are returning to Britain from Africa in diminishing numbers, while its research into protected areas has highlighted the vulnerability of highly migratory species moving between Europe and Africa. The UK's Turtle Dove population provides one of the starkest examples, having fallen by 98%.
The Spotted Flycatcher is another remarkable example. This Afro-Palearctic migrant declined by 92% in the UK between 1967 and 2020. BTO research has found that its disappearance from parts of Britain is associated with changes in land cover and urbanisation, while access to rivers appears to increase the likelihood that the species persists.
But there is an important scientific distinction.
It would be misleading to say that all migratory birds have fallen by a single percentage since the 1990s.
They haven't.
Some species are stable, some are increasing and others have declined dramatically.
What the evidence does show is a long-term and widespread deterioration among many long-distance migrants, particularly species dependent upon habitats that have been heavily altered.
A continent-wide scientific analysis of Afro-Palearctic migrants found that long-distance migrants experienced sustained, often severe declines over several decades, with migrant trends significantly worse than those of short-distance migrants and resident species.
That is a pattern we should take seriously.
The remarkable problem with migration
There is a fundamental problem with the way we traditionally think about conservation.
We tend to protect places.
A nature reserve.
A woodland.
A wetland.
A national park.
But a migratory bird does not live in one place.
Its habitat is effectively a chain stretching across continents.
A Swallow may breed in Britain, cross Europe, cross the Sahara, spend the winter in Africa and then make the journey north again.
A Cuckoo can travel between two entirely different worlds during the course of a year.
This creates one of conservation's greatest challenges.
Protecting the destination is not enough.
We need to protect the journey.
Recent BTO research found that many highly migratory bird species do not experience consistent protection throughout their European journeys between breeding grounds and African wintering areas. A protected area in one country may therefore provide little benefit if the bird loses the habitat it needs a few hundred miles further along its route.
Migration is an international ecological network.
The birds don't recognise our borders.
Perhaps conservation shouldn't either.
Habitat is disappearing at both ends of the journey
Imagine setting off on a 5,000-mile journey.
You have limited fuel.
You need food and water along the way.
And every few hundred miles you depend upon a particular place to stop.
Now imagine arriving at your first stop and finding that it has disappeared.
Then the next.
Then another.
That is remarkably close to the situation facing many migratory birds.
Wetlands are drained.
Grasslands are intensified.
Woodlands are fragmented.
Hedgerows disappear.
Rivers are modified.
Coastal habitats are developed.
Natural vegetation is replaced by crops, roads and buildings.
And the small feeding sites that birds depend upon during migration can disappear without anyone realising their international importance.
The UN identifies habitat loss, degradation and fragmentation as among the major pressures on migratory species. The wider IPBES global assessment identifies land and sea-use change as the largest global direct driver of biodiversity loss, followed by direct exploitation, climate change, pollution and invasive alien species.
This is why a seemingly insignificant wetland can matter enormously.
A muddy corner of coastline may be a refuelling station.
A reedbed may be a sanctuary.
A hedgerow may provide insects for a bird that has just crossed the Channel.
To us, it may look like a small patch of ordinary countryside.
To a migrant, it may be the difference between continuing its journey and dying.
Then there is the killing
Habitat loss is not the only threat.
In parts of the Mediterranean, migratory birds are still trapped and killed on an industrial scale.
Birds are caught in nets.
Shotguns are used.
Traps and snares are deployed.
Lime sticks are used to capture birds.
Some are killed for food, others for sport, pets or the illegal wildlife trade.
The scale is extraordinary.
A BirdLife International assessment cited by the UN's Convention on Migratory Species estimated that up to 25 million birds may be illegally killed or trapped each year across the Mediterranean region. The estimate is old and the UN stresses that reliable quantitative data remain limited, but the scale of the problem is clearly significant.
This is particularly disturbing because the birds being killed are often simply passing through.
They may have survived their breeding season.
They may have crossed thousands of miles.
They may have avoided storms, predators and starvation.
And then, during one short stop on their migration, they encounter a net.
Illegal killing is now recognised by the UN as one of the major threats to migratory birds, and the Mediterranean has a dedicated international task force working towards reducing illegal killing, taking and trade. Its current strategic framework aims to reduce the scale and scope of illegal bird killing by 50% by 2030 compared with a 2020 baseline.
The solution is not simply more legislation.
It is enforcement.
Adequate penalties.
Trained investigators.
Effective prosecution.
International cooperation.
And, importantly, changing attitudes where illegal killing has become culturally or economically embedded.
The insect problem
There is another piece of the puzzle that is sometimes overlooked.
Birds need food.
And many migratory birds need enormous quantities of insects during the breeding season.
A bird arriving from Africa can suddenly find itself in a landscape where the insects it once relied upon are far less abundant.
Research into European insectivorous birds found that insect-eating species declined by an average of 13% between 1990 and 2015, with particularly pronounced declines among farmland species.
That does not prove that falling insect numbers are responsible for every migrant bird decline.
But it is an important warning.
A landscape can appear green and healthy while becoming biologically poorer.
A field full of crops is still green.
A roadside verge can still be green.
A golf course can still be green.
But green does not necessarily mean alive.
The question conservationists increasingly need to ask is not simply:
How much vegetation do we have?
How much functioning ecology do we have?
Climate change is changing the timetable
Climate change adds another layer of complexity.
Bird migration depends upon timing.
A migrant arriving in spring may be relying upon a huge flush of caterpillars or other insects to feed itself and its young.
But plants, insects and birds do not necessarily respond to warming at exactly the same rate.
If spring arrives earlier and insects emerge earlier, a bird arriving according to an inherited migration timetable may find that the food peak has already passed.
This phenomenon is known as a phenological mismatch.
Climate change can also alter drought patterns, vegetation, water availability and the condition of habitats along migration routes.
Research into Afro-Palearctic migrants has found that relationships between population trends, climate and vegetation changes are complex and vary geographically. That is important because it tells us something uncomfortable: there is unlikely to be one simple explanation for migrant declines.
Climate change is part of the problem.
But it is not the whole problem.
It isn't just climate change
This matters because climate change has become such a dominant environmental story that there is a danger of blaming everything on it.
The evidence does not support that.
The global biodiversity crisis has several major drivers.
Habitat destruction.
Agricultural intensification.
Direct exploitation.
Illegal hunting and trapping.
Pollution.
Pesticides.
Declining insects.
Infrastructure.
Invasive species.
Climate change.
And the fragmentation of ecosystems.
IPBES describes land and sea-use change, direct exploitation, climate change, pollution and invasive species as the five major direct drivers of change in nature. It also identifies underlying factors including consumption patterns, trade, technology, governance and human population dynamics.
The important point is that these pressures interact.
A bird living in degraded habitat may have less energy to cope with drought.
A population already reduced by hunting may be less able to recover from a poor breeding season.
A fragmented landscape may prevent a species from moving as conditions change.
Nature is not suffering from one problem.
It is suffering from several problems arriving at once.
And what about human population?
This is perhaps the most uncomfortable part of the conservation debate.
Human population growth inevitably increases demand for land, food, water, energy and materials.
The world's population reached about 8.2 billion in 2024 and the United Nations currently projects that it will reach approximately 10.3 billion in the mid-2080s before beginning to decline slightly.
But population alone does not explain biodiversity loss.
Consumption matters enormously.
A person's environmental footprint can vary dramatically depending upon where and how they live.
Nor should population policy ever mean coercion.
There is, however, a humane and highly effective route towards stabilising population growth: education, especially for girls, access to healthcare, voluntary family planning, women's economic opportunity and poverty reduction.
Fertility is already falling. The UN reports that the global fertility rate was approximately 2.3 births per woman in 2024, around one child lower than in 1990.
So perhaps the conservation question is not:
How do we stop population growth?
It is:
How do we allow a larger human population to live well while using less of the natural world?
That is a much more useful question.
So what can we actually do?
The scale of the problem can feel overwhelming.
But there is an important reason for optimism.
We already know many of the solutions.
The challenge is applying them at the scale required.
Protect the entire migration network
We need conservation to follow the bird.
Breeding grounds, wintering grounds and stopover sites must be treated as one ecological system.
A protected area in Kent is valuable.
But it is vastly more valuable when the bird's African wintering habitat and European migration route are protected too.
Restore degraded ecosystems
We need more than isolated nature reserves.
We need functioning landscapes.
Wetlands.
Native woodland.
Hedgerows.
Flower-rich grasslands.
Healthy rivers.
Coastal habitats.
And ecological corridors connecting them.
The Kunming-Montreal Global Biodiversity Framework calls for at least 30% of degraded terrestrial, inland-water, coastal and marine ecosystems to be under effective restoration by 2030.
That is an enormous ambition.
It is also an opportunity.
Make farming part of the solution
Agriculture occupies a huge proportion of the world's land.
Conservation therefore cannot succeed by simply trying to put nature behind fences.
Farmers need to become partners in restoring biodiversity.
Hedgerows, ponds, field margins, wildflower areas, wetlands and less intensive management can all create space for wildlife while agriculture continues to produce food.
The future should not be about choosing between farming and nature.
It should be about designing farming systems in which both can survive.
Protect insects
If we want insect-eating birds, we need insects.
That means reducing unnecessary pesticide use, restoring flowering plants, protecting wetlands and improving soil and habitat quality.
A bird-friendly landscape should be measured partly by what is flying around at ground level, not simply what is flying overhead.
Stop illegal killing and trade
International agreements are already in place.
What is needed is stronger implementation.
Better monitoring.
Better intelligence.
Better enforcement.
Meaningful penalties.
And international cooperation across migration routes.
A bird does not become less valuable because it has crossed an international border.
Make infrastructure wildlife-friendly
Power lines, roads, buildings, glass, artificial lighting and other infrastructure can all affect wildlife.
Environmental planning needs to happen before construction rather than after damage has occurred.
The cheapest ecological damage to repair is often the damage that was never allowed to happen.
Tackle climate change
Climate change must be addressed because it compounds almost every other environmental pressure.
But we should not wait for climate policy to solve biodiversity loss.
We can restore wetlands now.
Plant native vegetation now.
Reduce unnecessary pesticide use now.
Protect migration sites now.
Stop illegal killing now.
Conservation does not have to wait for the perfect global solution.
Keep recording
Perhaps the least glamorous part of conservation is also one of the most important.
Recording.
Counting.
Monitoring.
Ringing.
Surveying.
Watching.
For decades, bird observatories and volunteer surveyors have been quietly building datasets that now allow scientists to identify population changes that would otherwise be invisible.
Without those records, we would not know that some birds were disappearing.
Every migration count matters.
Every ringing record matters.
Every breeding bird survey matters.
Every first Swallow recorded in spring is another small piece of evidence in the enormous story of migration.
Conservation works
There is a danger that endless bad news creates a sense of helplessness.
But conservation has a second story to tell.
When we remove threats, wildlife can recover.
Habitat can be restored.
Species can return.
Populations can increase.
The global biodiversity framework itself is based on the premise that restoration and protection can reverse ecological degradation. Its targets include not only restoring 30% of degraded ecosystems but effectively conserving and managing at least 30% of terrestrial, inland-water, coastal and marine areas by 2030.
The important word is effective.
Drawing a line around an area on a map is not enough.
A protected area needs functioning habitat, management, monitoring and enforcement.
Nature does not recover because we have given somewhere a conservation designation.
It recovers because we have removed the pressures preventing it from recovering.
We don't need to save every bird individually
Perhaps the greatest lesson from the migratory bird crisis is that conservation needs to become less species-by-species and more ecosystem-by-ecosystem.
We cannot realistically create a separate solution for every species.
But we can restore wetlands.
We can protect rivers.
We can reconnect fragmented habitats.
We can make farmland more wildlife-friendly.
We can protect migration corridors.
We can reduce illegal killing.
We can restore insect populations.
We can tackle pollution.
And we can reduce the pressures that are making the natural world increasingly inhospitable.
If we do those things, thousands of species benefit simultaneously.
That is the real opportunity.
A future without migration?
Imagine a spring morning in 2050.
The trees are green.
The weather is warm.
The countryside looks perfectly normal.
But something is missing.
There are fewer Swifts screaming overhead.
The hedgerows are quieter.
The Cuckoo calls less often.
The Nightingale has disappeared from another valley.
The Swallows still arrive — but in smaller numbers.
Perhaps we notice.
Perhaps we don't.
That is how biodiversity loss often happens.
Not with one dramatic event.
But through subtraction.
One pair disappears.
Then another.
A wetland is drained.
A hedgerow is removed.
A migration stopover is developed.
The insects decline.
A hunting tradition continues unchecked.
A drought arrives.
A breeding population falls.
And eventually another generation grows up believing that the quieter world is normal.
It isn't.
It is simply a poorer world.
The birds have no borders
There is something profound about migratory birds.
A bird arriving at Sandwich Bay may have travelled from somewhere thousands of miles away.
It may have crossed countries, deserts and seas.
Its life connects Kent with France, Spain, North Africa and sub-Saharan Africa.
Its survival depends upon places most of us will never see.
That makes migration one of nature's greatest demonstrations that conservation cannot stop at national borders.
The birds have no borders.
Neither does the ecological system on which they depend.
The global biodiversity crisis is sometimes presented as an abstract problem of percentages, targets and statistics.
But perhaps we should look at it differently.
Listen.
Stand on a Kent coast in September.
Watch the migrants arriving.
Look at the exhausted birds feeding along the shoreline.
Listen to the calls overhead.
Then imagine what that place would sound like if half of them were gone.
That is what the statistics mean.
And the real conservation challenge is not simply to prevent extinction.
It is to create a world in which wildlife can once again be abundant.
Not merely surviving.
Not merely protected.
But abundant.
Because the ultimate measure of conservation success should not be how many species we have managed to prevent from disappearing.
It should be whether future generations inherit a world in which they can still experience the extraordinary spectacle that we have taken for granted.
